Dr. Maxton Grant Tsoka

Dr Tsoka is an economist and holds a PhD in Social Policy and Social Work obtained at the University of York, in the United Kingdom. From 1985 and 1995, he worked as an economist for the Government of Malawi at the Department of Economic Planning and Development. He joined the Centre for Social Research of the University of Malawi as a research fellow for public policy in 1995. As a public policy analyst he was involved in the development of the policy framework for the Poverty Alleviation Programme, Malawi Vision 2020 and the Malawi Poverty Reduction Strategy Paper.

 

Dr. Tsoka also led the preparation of the first and second status report of the implementation of the 20/20 Initiative (a follow up of the Copenhagen Conference on Social and Economic Development), the first status report of the UN Convention on the Rights of the Child, and the first status report on the Millennium Development Goals. In the same vein, he works on public expenditure analysis, policy processes, and social protection programmes and projects; implementation of baseline surveys; and impact evaluation of economic conditions, projects and programmes.

 

Dr Tsoka is also a survey design and implementation specialist and has managed numerous surveys from design to implementation. Among the nationally representative surveys he has worked on are a panel survey that run for five rounds between 2000 and 2005 and three public opinion surveys on democracy, governance and economic management implemented in 1999, 2008 and 2012. Dr Tsoka’s publications are in the areas of policy formulation processes, resource allocation at local level and evaluation of social cash transfers. His teaching interests are in policy analysis, research methods and poverty analysis.
